Yeah, that appears to be correct. SpiritOne's email claims that it's
somehow related to configuration changes to the modems required by
Frontier, but I don't see how. The IP block is a direct allocation to
SpiritOne, so I don't see how Frontier can affect what SpiritOne does
with it.

I upgraded my Fios link to business class. I was paying $70/mo for 
25/25 residential service (I needed the extra uplink speed because
most of what I work with sits in a room in California). Upgrading
to business class bumps that to $110/mo. Since I won't need the landline
phone for the DSL I can move that to the Fios bundle, too, with free
long distance, caller-ID, etc. Altogether I figure I'll save about $40/mo
by doing this.

And Frontier has a special offer for new business phone/internet bundle
customers where they give you $500 in Visa gift cards (two $250 cards).
