ICMP is a separate protocol, at the same level as TCP and UDP. I haven't used a Netgear in years, and I don't think I've ever looked at the admin panel for a FVS318. Since this model appears to be heavily geared towards VPN, I would imagine the options related to what you're trying to accomplish will likely be different from other Netgear interfaces. So I would not be able to render a guess as to where the option is.
