I was able to print the PDF in the link with no trouble, using Document Viewer v2.32.0. Check "Page Handling => Page Scaling" in the Print dialog. Make sure it is set to "Shrink to Printable Area". It sounds to me like you've got it set to "None". The page printed here in landscape orientation, shrunk to fit an 8.5x11-inch page, with nothing cut off. A bit small, but quite readable.
