It is the "Gnome Virtual File System" - a pseudo-file system similar in 
concept to /proc or /sys (e.g. it looks like it's there, but it doesn't 
really exist on disk).  Wikipedia has a short article:

I gather that the code that supports this "file system" doesn't follow 
the standards for a working file system (presumably because Gnome didn't 
need those).  Consequently it doesn't really have files or permissions 
or owners.  That's why even root can't manipulate it.

Since it doesn't have real data in it, you can exclude it from your 
backups, like you do for /proc.  If you're a KDE user, you can uninstall 
a Gnome package to make it go away -- though which package varies from 
distro to distro.
