Sounds like you wanted the --update option:

 -u, --update                skip files that are newer on the receiver

So if machine A has these files:

1
2
3
4

... and machine B has these files:

1
2

... and you run this on machine A:

rsync -avz --update * ${B}:documents/workshop-presentations/nada-talk/

... files 3 and 4 will be copied from A to B.  And files 1 and 2 will
be copied from A only if they have a timestamp newer than those on B.

Just be careful as this assumes that machines A and B are sync'ed to
the same time.
