I found the best solution for Chrome was to uninstall it.

Chrome does not come by default with Xubuntu 13.10, but I installed it
anyway, just to have an alternative browser. Later, upon restarting the
computer I discovered a Chrome icon in the notification area. Sleuthing
about I discovered that it had added itself as a program to be loaded
automatically on boot.

In the list of startup applications I unchecked the box next to Chrome,
then rebooted. Chrome came up anyway, and the box was checked again.
After more experimenting I discovered that the only way to stop it from
loading itself on boot is to remove the item completely from the list
of startup applications.

Once it was no longer listed in the startup applications I could boot
the computer without automatically loading it. Later I launched it,
only to discover that as soon as it was launched it added itself back
to the startup applications. Bah.

I don't want any unnecessary programs loading on boot because it
increases the boot time, especially a program that I seldom use. I
bought and paid for this computer, not Google. I'll decide what gets
loaded on boot, thank you.
