Thanks to Daniel's expertise the sources of the problem were found and fixes implemented: There was ~/.cupsrc with the FQDN of the host and CUPS expected only the host name alias. Why this was not an issue until the machine turned off a couple of weeks ago shall forever remain a mystery. A couple of other tweaks to group memberships were also made.
