I used to own the 2nd or 3rd version of the book, 'Unix and Linux System Administration Handbook', and I found it to be very helpful in my days of trying to learn basic Linux/Unix stuff on my own. It probably doesn't meet your "what, why, and when" criteria, but you can download You can access the book free online at http://bit.ly/1eqKotr Another resource I've used a lot is http://librenix.com/last100/. It has news, FAQs and tutorials. But I get the most "what, when, why" stuff from forums, conferences, PLUG clinics ant talks. A lot of that stuff comes out during conversation when folks ask questions and/or share their historical knowledge that help provide context to the topic at hand.
