Ah. Those fans can be noisy, the cheaper ones almost always are. You can buy a quieter CPU fan. You can buy a quieter case, though these are getting hard to find. If the off-and-on bothers you, you can go into the BIOS and tell it "always on" (probably). Make sure there isn't a wire sticking up and getting smacked by the fan blades. Fan-wise, the very quietest (and more expensive than most) are from Noctua of Austria; Amazon sells them IIRC. I thank the person on this list who told me about them, though I am too lazy to look up his name. There are many different sizes, so make sure you get one that matches your motherboard. In between very the best and the one you have, ENU probably has "good enough" and will help you find the right size.
