Richard,

You can configure any distribution to be as minimal as you wish ...

In /etc you'll find a subdirectory with the services available. In
Slackware it's /rc.d which contains 82 scripts for services. Other
distributions might have those scripts in a directory called services/ or
something similar. Take a look at /etc and you'll find them.

Linux won't call anyone unless you delibertely set it to do so. I may well
be wrong, but my assumption is that any such automation is off by default.

From what I've read over the last few years one of the ubuntus would be
the distribution to put on his system. You can install it off the live cdrom
and it is user-centric rather than server-centric by default. He should also
find plenty of local assistance should he need it.

If you cycle back above and look in /etc/ where services are found you can
decide what to have on at boot-up for him.

Block the ports; open the case and disconnect them or put a piece of tape
over the outside.
