I'm fairly certain you can still walk into any carrier store (AT&T, Verizon, Sprint, etc), or one of the big box stores (Target, Best Buy, Walmart, Fry's), or even Radio Shack if you can still find one, and pick up a dumb phone for free with contract. The contracts can even be pretty cheap, without all the mucking around with Smartphone data.
Heck, if you don't care about the contract, you could probably pick up a pay-as-you-go flip phone at 7-11...
