This is a common problem because the GUI doesn't make it clear how to create a root file system. And every new release puts the buttons in different places, so it's hard for me to tell you how to do it. Usually there is a button somewhere on the partitioning page that offers a dropdown for options, one of which will be just a slash. The slash means that it will be the root file system. Another option in the list is /home, which allows you to create a separate partition for your home folder.
