There is more than one way to do it, but there seems to be only one standards compliant way with common support in modern technology. WebRTC. There is more than one server available, but the client only needs a web browser. Even phones support it. You will however need to setup SSL on the server for it to work with Chrome.
Years ago I used netmeeting. It actually uses an open protocol. Linux free software has been maintained, but net meeting was abandoned by Microsoft, and only paid apps were maintained. I've also just launched two instances of VLC. One to send video, and one to receive.
