I have tried that with no luck. I did find a tftpd program running but I removed it but still when I try to run dnsmasq it comes back failing with the same error. Here is what the ss command shows me: kp4djt@kp4djt-T420:~$ ss -lnper | grep :69 udp UNCONN 0 0 0.0.0.0:69 0.0.0.0:* ino:46376 sk:92 <-> udp UNCONN 0 0 [::]:69 [::]:* ino:46377 sk:97 v6only:1 <-> The upper one is the one that is causing problems. The lower one is ipv6, I do not have any other tftpd sessions running that I know of. I have tried to check, the only one that showed up was the tftpd program which I have removed.
