My reply to the list earlier hasn't made it through because I didn't pay
attention that I replied to the poster but not the list. I fixed the
problem with:

1. Hold down Control and click on one of the tabs. This will open up the
menu for Window Buttons (aka Tasklist).
2. Click on Properties.
3. Select "Never" from the Window grouping option (in the Behavior
section of the dialog)

The difference between this morning and yesterday was accessing the
right menu for Window Buttons. I had not held down the Control key to
get to it. That is the menu that has for the sorting order, "None, allow
drag and drop".
All is working correctly now.
