What is your use case and amount of time that you want to futz with with your OS?
I enjoy fedora silver blue. It's a a container based is that uses OStree. It's a distro hopper dream. https://universal-blue.org/ As far as desktop environments the new kid on the block is cosmic which is written from scratch by system76. I haven't tried it yet. https://system76.com/cosmic/ Personally I suggest Solus for less technical folks who don't want a corporate distro that is solely desktop focused. It is a rolling release but easier than running arch. It's quite performant. I really like budgie desktop environment.
