LibreOffice can protect exported PDF files, allowing view only, print, or modify options. See this page, https://books.libreoffice.org/en/GS262/GS26210-FileFormatsSecurityExporting.html If you have an existing PDF, LibreDraw can apparently modify the file then you should be able to save it with the export protections.
