[plug] Linux - Netscape 4.51 - http_proxy

How does NS 4.51 determine http proxy address?  

I guess it doesn't use http_proxy  - since that works for Lynx  but
doesn't appear  to work for Netscape.

I also can't find a menu anywhere to change this.
