Put this in your /home/you/.lynxrc or /etc/lynx.cfg:

no_proxy:my.isp, my.local.domain, whatever.else.u-want

If decide to put this in /home/you/.lynxrc; add the following to your
/etc/lynx.cfg:

INCLUDE:~/.lynxrc
