hmm...the only way I can think of is to employ a
router between your main hub and their hub and do some
packet filtering to throw out requests from
unauthorized IPs. you don't have to get a cisco; just
get an old pentium 100 with linux-on-a-floppy on it!

p.s. although if you have a lot of workgroups...that's
a whole lot of old pentium 100s...8)
