I'm not sure if this will work, as I've never actually had a leased line.
IPTraf is great for measuring the throughput on any interface, though. I
use it for both ppp and eth interfaces here. You can search for RPMs via
<http://rpmfind.net/>. Deb's are available from Debian. You have to run
IPTraf as root (or via sudo), though.
