there is a utility called bping . it estimates available bandwidth by
flooding the line. Use this carefully however, in any way, it looks like
a denial of service attack.
otoh, probably the best (and safest) way is to use snmp and mrtg to check
the line's utilization.
the slowdown could just be also attributed to traffic. In our case, email
traffic doubled from december 22 until 25 eating what's left of our
bandwidth dedicated for email ... :(
