pop3 won't work since you denied it (all:deny).
you need a in.pop3d line with the corresponding ip addresses.
or use something like:

in.telnetd: DENY
in.telnetd: your.ip.address

this way other services won't be blocked.

man /etc/hosts.allow
man /etc/hosts.deny
