That's because the widgets inside web pages are implemented using GTK+ but
the UI components are implemented using the godawful XPI component model.
Those scrollbars and buttons you see are actually GIF's (!) I think
Netsc(r)ape's customization mania ran away with them (the interface is
defined via XML). So the UI is slow.
On something like a PII-300 Mozilla feels sluggish.
That said, I suggest go over to mozilla.themes.org and get the Lopburi
Flat theme. It's what I use, it's fairly simple, and it goes well with the
*Ice* themes (I'm using AceIce, although ThinIce and its variants are OK
too).
