I looked at the website, and I didn't see much interactive content to
warrant a full setup for mirroring.  I believe the site can be mirrored
using just the sucked-up pages.. and just do that every so often.  The
only issue being embedded URLs that point to PHPs (but can be doing via
standard text processing tools)

This can be whipped-up using curl, cron, and perl.
