I suggest you try finding a mailing list devoted to it (if there's one) 
and post a message there. If you can't find one specific to the software, 
try a more general one -- either one devoted to mail software or gnu
software. If its an "official" gnu project, you can try contacting gnu.org/fsf.org
itself -- maybe they have info on who's maintaining the project.

In any case, if you can't contact the maintainer or just want to fork it, just 
put the forked version somewhere in a easily accessible place and post a 
message to the relevant mailing lists. 

If you plan to actively maintain the software, you can try putting it in one 
of those web-based open source project maintainance sites -- try either 
Sourceforge or (since it has an "official"  gnu designation) gnu's 'free software' 
project site  -- to make it easy for others to contribute (bug reports and fixes) as 
well.

If it's a forked version and the maintainer just doesn't want to put in your changes
and you plan to actively develop the code, I'd also suggest renaming it to something
else so that people don't get confused (plus the maintainer gets real mad if you 
don't ;^))

Lastly, make sure that your mods don't conflict with the GPL redistribution 
terms (the connection to Oracle's Call Interface raises a red flag -- you 
should check and make there's no licensing conflict there -- you can ask 
the people at gnu.org/fsf.org) before planning to distribute it...
