You must mean Reiser FS. It's basically a journaling FS with a novel
design that's supposed to make things faster. You need a kernel patch
if you have a 2.2.x kernel (it's already present in 2.4.1 and later
kernels), and the tools. Go visit http://www.reiserfs.org/ for more
details.
Oh, and there's no way at present to nondestructively convert Ext2
partitions into reiserfs. I've asked this before.
