One of the problems that the Debian developers had to work around during
the early design of the packaging system was conformance with the US
policy against exporting encryption software. Hence PGP itself is not in
the main branch of Debian but in the non-US branch. I think that this will
change soon, and many Debian maintainers are working toward integration of
GPG signing/authentication of .deb packages. But this is at a higher level
of design. apt/dselect are planned on having support for GPG signed
packages.

However, a lot of the advantages of debs stem from Debian policy, not the
