Apparently http://www.pgpi.org/ works from here.  If you can't access it
from your ISP, call their technical support.  There are also no dead links
for the source download at
http://www.pgpi.org/cgi/download.cgi?filename=pgp263is.tar.gz

Try it.

Alternatively, you can try http://www.gnupg.org/.  If you jump through a
few hoops you can get GNU Privacy Guard to work with old PGP versions.
