It's in /usr/local/etc and it has a suffix of (.*)dist which you have to
copy/rename to php.ini. In addition, you also have to make it writable

before editing it (chmod).

You're right. It's in /usr/local/etc. I renamed php.ini-dist to php.ini but
I think it's not being read. I actually entered bogus variables there for me
to know if it was being read. It wasnt because I didn't receive any errors.
