As far as I can remember, you need halflife server, and i think you can download
http://games.velocity.net/files/Halflife/
extract the halflife server tarball and then extract your cs tarball in
halflifeserver directory, and symlink the
necessary library (libhlwon.so)and exec the command
$hlds -game cstrike -maxplayers $number_of_players (i think max of 32)
