Glibc-2.2.4 for Linux finally makes the en_PH locale definition.
You can find it in /usr/share/i18n/locale/en_PH.  I just
have ONE PROBLEM with it -- the definitions were contributed
by two Japanese from IBM.  Since I do not have the Unicode
manual, I can not check the correctness of their definitions.
Will someone from PLUG or from Ateneo CS forward this mail
to someone who can check the correctness for us?  Say the
Department of Science and Technology?  If you have no access
to glibc-2.2.4, I have here the complete file "en_PH"
