Not dsl nor cable. Each institution has a wan. Then the wan 
connects to the backbone via fiber or satellite or both. 
        I think medyo malaking pera kailangan to establish this kind of 
network. That would require the commitment from both govt and telecom 
companies. afaik, ateneo got a grant from pldt to connect their campuses 
with a high speed network. i dont know the plans of ph net.
        But if such a netwok exists, I believe it will further enhance 
the use and r&d on open source.
