This depends on your connection to the Internet, your expected load, and
how costly downtime will be for you.
o Obviously without a dedicated and relatively high-speed (although Eric
Pareja hosts/hosted his site(s) over a dedicated dial-up connection to UP
Manila and it was decently fast) connection to the Internet, you can't
host a site. You will also need a static IP address that the domain and
host names will point to.
o If you expect high loads, and do not expect to be able to afford the
bandwidth to handle these loads then colocate with some reliable ISP, or
go virtual hosting.
o If downtime (due to power outages or God forbid you being hacked or
your machine going down) is too costly then you may want to outsource your
hosting. You can also colocate with an ISP, most of which will offer
pretty good backup power supplies.
You also need to have an administrator who can handle not just the setup
but the maintenance of the server. While you don't need to run bleeding
edge software (and you probably won't want to, anyway), you need to make
sure you don't have any exploitable software on board.

First you set up the domain records so that you have a name server and an
MX entry pointing to your machine. Then you need an MTA (Mail Transfer
Agent) like Postfix, QMail, Exim or Sendmail installed, and operational.
You will probably want either a POP3 server and/or an IMAP server so that
your users can access their mail. You can skip these, though, by using a
MUA (Mail User Agent) that can directly access your mailboxes or Maildirs.
