iptables/ipchains does not create a VPN for you.  Install an IPsec
package if you want that, or if you want a simpler solution for a
point-to-point VPN you can run pppd over SSH to create an encrypted
tunnel between two machines.

Oh, and if you see any VPN products that use PPTP, stay away from
them.  It's a broken-as-designed protocol which is so flawed as to be
no better than using nothing at all.  The only reason to use it is
if you're concerned about interoperating with an existing MS "VPN"
that uses this protocol.  Hell, you're better off not using anything
at all; your network access won't be slowed by any of the completely
ineffectual cryptography used by the protocol!
