Does that apply to most of today's personal computers chock full of 
add-on devices, such as video cards, sound cards?

If you ask several overclockers about power consumption, it wouldn't be 
surprising to see their numbers taking as much as 400W or 500W. I've 
seen several people demanding for 400W or 500W Power Supply Units to 
power their devices, which include, but are not limited to, 2 or more 
hard disk drives, Graphics Processing Unit, Cooling Fan and/or Peltier 
cooling systems or other water-based cooling systems, Sound Cards, and 
the like. Compare this to the power consumption of 3-4 years ago, where 
systems could make do with 200W or 230W PSUs. Then there's voltage, 
ampere ratings, etc.

However, the biggest hog would probably still be the monitor -- and the 
larger it is, the more power it consumes.
