companies exist that provide this service.  if there are volunteers, there
are people who are willing to be trained and later on to act as trainors.
this mode can multiply the number of sysads in these organizations.

if we're talking about govt., most have limited budget to provide for
ongoing maintenance and upgrades so if they see that this is workable,
they can be convinced to adopt open source solutions.  and DOST has some
influence over ICT standards adopted by govt.
