What he did not take into account was there are 
thousands of software available for a specific 
distribution compared to Windows 2000 which 
has say 50+ (ballpark figure. Dunno know the
exact packages avail. for win2k. could be more.)
software bundled on the OS. 

Statistically speaking, Linux should be applauded
that it has such a low bug count compared to 
windows!

If that's the way he counts bugs, we can create
a minimal distro, just a kernel and a few utilities.
We can expect a handful of bugs in say, 2002.
That would be good for PR stunt. But that distro
would not be incredibly useful.

Bottomline, unfair comparison of just counting
bugs in *nix and windows.
