Migs,
There are GUI toolkits like Tk that work fine under Windows. I've
actually seen and demoed a commercial video editing software written in
Tcl/Tk with custom C modules. I didn't realize it was Tcl/Tk until I saw
it installed the usual Tk libraries. I suppose it was ported from a unix
platform.
