I'm sorry but I wasn't able to follow this thread.  But may I ask, who will give the 
exam?

If it is the PLUG who will give the so-called exam then, PLUG should have a permanent 
office then.  Not only that, PLUG's office should have several workstations if this is 
the case.  Do we have that already?
