but then, how can we charge the PLUG members who *do not* need the email? so perhaps it could be a separate service of PLUG. but if PLUG does that and charges the members, the upstream ISP or colo provider might want to charge PLUG since they'd be sponsoring what is perceived as a profit-generating venture. anyway, before we talk about the economics, how about setting up a peer-to-peer UUCP network for PLUG members, without an Internet upstream?
