William, what about all those users who use http://windowsupdate.microsoft.com?
I'm preparing to set up a Debian mirror at UPM available on our ETPI link
if that will be any help.

Some neat tools that you can use for determining which mirror is
"nearest" include traceroute, mtr and netselect.
