well the pro's might be less willing to work on and extend Linux.

my concern really is that the Philippines is not making full use of free
software because of the inability or lack of interest in working on it.
what use then is the 'open source' if one does not know how to read it,
much less reuse it?  hence the parallel 'true CS' idea.

that's great! do join the plug-org list (same system as plug) so we can
talk about the organizational frameworks we can set to achieve this.
