I think it s more of datawarehousing project, something that UPCM guys are doing great 
which the UPLB ppl wants to duplicate for agriculture. Linux plus its  bundle of OSS 
and databases like Postgress or MYSQL can be a great tool. Shall we wait for an MS 
proposal for this? no way :)
