I bet you've done everything right, from the cable you've well illustrated
to the setup of the software. +5V is enough. The question would be is the
+5V signal sustained? According to my Netstar manual, it should be last at
least 1 second; 5 seconds should surely shutdown the UPS. Take note also
that a Netstar UPS shutdown may only possible during a low battery
condition.
