Actually, we deligate that task to geotargetting service that we use.  Currently, we 
use Akamai's EdgeScape.. but from my recent evaluation of other services such as 
NeoGeo's, or Quova's, EdgeScape produces more misses than the other two.  So we'll 
most likely move to one of them before we remove the US-only restriction of our 
service.

I don't know how they get, and verify the information, but we're using the service w/ 
MSN subscribers, and WindowsMedia.com users, and so far so good.  All I know is they 
have a database with all the information their APIs need in calculating the location 
of a user using just an IP.  The database is regularly updated.
