It could very well be a lot of things including MTU. I would just like to add something from the RF point of view. Ingress (unwanted signals) entering your cable connection may also be a culprit. It distorts the RF signal carrying your data and is usually a return path problem. Try FTP'ing from a local FTP server and see if you can achieve the correct speeds (as to what constitutes "correct speed", only you and Destiny know). If you can achieve the correct download speed but not the upload speed (yes, you need to upload a file to the FTP server), then it's a sure bet that it is ingress. HTH, M.
