Alternatively you could venture into the hack-it-yourself and work with
the hardware and the Linux kernel so you can have a very small and
specialized box with N serial ports (or if you can fit them in, full-blown
modems) and an ethernet port, to handle dial-in with maybe RADIUS
authentication, NAT, firewall, et al. Or you can find some old 486-class
computer that could do this without too much of the
trying-to-fit-things-in-a-physically-small-box problem.
