How about commenting 'reject_non_fqdn_recipient'?

some of our users are complaining that people outside of our 
network that are trying to send them email is not getting through.

I guess our mail relay is configured to be too restrictive.  Can 
anyone suggest which of the following, I should comment out 
without becoming an open relay again.

smtpd_recipient_restrictions =
   regexp:/etc/postfix/regexp_access,
   check_relay_domains permit,
   reject_non_fqdn_hostname,
   reject_non_fqdn_sender,
   reject_non_fqdn_recipient,
   reject_unknown_sender_domain,
   permit_mynetworks,
   reject_unauth_destination,
   reject_maps_rbl,
   permit
