I would disagree. I have been using Oracle for 2 years in a production 
setting, and yet, when I started studying the OCP review guide: it's 
mostly memorization!

Granted, I have learned some things that I did not know before, but the 
fact that I have been able to competently manage a production system for 
so long without that info means that.. the certification does not REALLY 
measure real-world skill.

It's only useful I guess if you don't have any experience to show, as a 
sort of substitute QUALIFICATION. Getting a certification is NOT a 
substitute for experience per se, but a substitute qualification.
